Unfortunately it's set up not to accept payment from non-US paypal accounts which rules out buying from Canada even though I have a US address. :(

Hello,
My paypal payment went through and I too am unable to access the Step 2 form. I'm thinking too much traffic or some other glitch. We were told that we could take our time with step 2 so maybe we'll be emailed some sort of login info. I do appreciate how the system has been changed this year, so there are bound to be some small problems that need to be ironed out. Fingers crossed. :)
